Job Title : Building Automation Technician Lead (NGA)

Job Summary:

EMCOR Government Services is seeking a Building Automation Technician Lead (BAL) to serve as the lead technician for all Building Automation Systems (BAS) at National Geospatial-Intelligence Agency (NGA), Washington facilities. This position is at NGA headquarters in Springfield, Virginia. The BAL is an essential member of a team of dedicated and talented professionals in delivering a wide range of base operations support services - such as installation and facility operations, maintenance and repair; workforce and security support; logistics support; and, project management, as well as others - at NGA facilities and sites located throughout the Washington National Capitol Region (NCR). This position is be covered by the CBA for Local 99.

This position is contingent upon contract award.

Essential Duties and Responsibilities include, but are not limited to:

  • .Serves as the principal technician responsible for the overall management, operation and monitoring of building automation systems at all NGA Washington facilities and grounds. Systems for which this position is responsible include:

  • Building Automation System

  • Fire Alarm/Fire Suppression/Mass Notification

  • Electrical Power Monitoring System (EPMS)

  • Elevator Monitoring System

  • Lawn Irrigation System

  • Parking Guidance System

  • Generator Monitoring System

  • Lutron System

  • Vibration Monitoring

  • Veeder-Root Fuel Monitoring System

  • Sound Masking System

  • Serves on a day-to-day basis during normal business hours and be available “on-call” after normal business hours, on weekends and holidays.

  • Supports the NGA Washington’s automation systems with server administration, mechanical control support, trending, system programming and other troubleshooting techniques.

  • Supervises/advises technicians in troubleshooting/resolving BAS system malfunctions.

  • Ensures all preventive maintenance and repairs performed on BAS systems and components are compliant with Original Equipment Manufacturer (OEM) standards.

  • Supports overall management of BAS systems to ensure capability is in balance with known and/or future demand requirements.

  • Oversees the timely application of Government and local regulations, codes, standards, policies and procedures related to NGA BAS systems operations and management.

  • Working closely with the client and other stakeholders, gains an understanding of their needs and requirements and communicates them and the appropriate performance standards to the contract staff and supporting vendors.

  • Establishes and maintains an effective relationship with the customer to achieve a mutually beneficial business relationship.

  • Based on knowledge and experience, recommends ways to improve the full spectrum of the BAS systems operations and services service delivery process to ensure high-quality goods and services are delivered on time and within cost.

  • Keeps accurate documentation and when necessary, performs analysis of activities and processes to improve contract performance.

  • Pro-actively seeks feedback from clients, attends meetings, submits reports, and assists both internal and external auditors and inspectors.

Qualifications

  • Current Top Secret (TS) clearance with Sensitive Compartmented Information (SCI) eligibility.

  • Possess and maintain licensure as a Maryland 1st class or Washington DC 3rd class stationary

  • At least 10 years of proven building automation service experience in network administration, Domain Name Server (DNS) maintenance, Field Level Network (FLN) troubleshooting, and commissioning.

  • Be certified as Master Operator for APOGEE™ with BACnet™” through a Siemens™-approved training program.

  • Be certified in Honeywell™ BAS.

  • Demonstrated knowledge and experience in programming and documenting changes and implementing new system(s) functionality.

  • Demonstrated knowledge and experience in programming system(s) to enable the proper monitoring and functionality of any newly installed equipment.

  • Demonstrated knowledge and experience with reading and understanding blueprints, schematics and specifications.

  • Strong technical knowledge of facilities maintenance and operations, including complex mechanical, plumbing and associated control systems.

  • Highly developed leadership, management, supervisory, interpersonal, analytical and communication (oral and written) skills, to include managing personnel across multiple shifts.

  • Demonstrated ability to lead in a diverse and dynamic environment with short notice taskings and under high-pressure situations.

  • Demonstrated personnel management experience with both organic and subcontractor staff.

  • Demonstrated experience working with labor unions and/or managing service employees working under the Service Contract Act.

  • Valid Driver’s License required.

  • Knowledge and experience with the ARCHIBUS Computerized Maintenance Management System (CMMS) is highly desired.
