Job Title : Energy Manger (NGA)

Job Summary:

EMCOR Government Services is seeking an Energy Manager (EM) to lead our energy management activities supporting the National Geospatial-Intelligence Agency (NGA) headquartered in Springfield, Virginia . The EM is an essential member of a team of dedicated and talented professionals in delivering a wide range of base operations support services - such as installation and facility operations, maintenance and repair; workforce and security support; logistics support; and, project management, as well as others - at NGA facilities and sites located throughout the Washington National Capitol Region (NCR).

This position is contingent upon contract award.

Essential Duties and Responsibilities include, but are not limited to:

  • Serves as the Government’s primary point of contact for all energy management services requirements at NGA Washington locations and facilities.

  • Specific duties of the Energy Manager include:

  • Managing the NGA Washington energy management program and the water conservation program per all applicable Federal, State and local regulations and standards.

  • Performs planning activities to develop and maintain a Strategic Energy and Water Management Plan (SEWMP) that provides a holistic roadmap for NGA Washing to work constructively toward energy and water efficiency, renewable energy and energy resilience.

  • Develops, implements and manages a comprehensive Energy and Water Conservation Plan (EWCP) for NGA Washington.

  • Monitors, completes trend analysis and reports on energy and water consumption; makes recommendations to reduce cost and maximize systems performance.

  • Ensures energy management services meet contract demands, objectives, and quality and safety requirements.

  • Establishes and maintains an effective relationship with the customer to achieve a mutually beneficial business relationship.

  • Meets regularly with the customer, vendors and subcontractor partners to discuss logistics operations, performance, schedule, and budget.

  • When required, develops and implements corrective plans of action and milestones designed to return service and performance levels per contract requirements.

  • Develops and submits status and performance reports and evaluations to the customer and to higher EGS authority.

  • Maintains good order and discipline among the staff and takes corrective action when necessary to address issues or concerns.

Qualifications

  • Current Top Secret (TS) clearance with Sensitive Compartmented Information (SCI) eligibility.

  • A bachelor’s degree from an accredited university in Engineering (Mechanical, Civil, Electrical, Structural, etc.), or another related field. A degree in Mechanical or Electrical Engineering is preferred.

  • A minimum of 5 years of experience performing energy and resource management functions. Experience providing these services for multiple facilities located at multiple sites is desired.

  • Possess current U.S. Green Building Council certification as one of the following:

  • Leadership in Energy and Environmental Design (LEED) Green Associate; or

  • LEED Accredited Professional (AP) specializing in Operations and Maintenance (LEED AP O+M))

  • Possess current certification as a Certified Energy Manager (CEM) from an industry recognized organization or association (e.g. Association of Energy Engineers (AEE), Institute of Energy Professionals (IEP), etc.)

  • Knowledge and experience with the ARCHIBUS Computerized Maintenance Management System (CMMS) is highly desired.

  • Highly developed leadership, management, supervisory, interpersonal, analytical and communication (oral and written) skills.

  • Demonstrated ability to manage in a diverse and dynamic environment with short-notice tastings and under high-pressure situations.

  • Demonstrated personnel management experience with both organic and subcontractor staff.

  • Demonstrated experience working with labor unions and/or managing service employees working under the Service Contract Act.

  • Experience in cost control, budgeting, scoping, planning, estimating, procurement, scheduling, change management, tracking, dispute resolution, contracting and leadership is desired.

  • Strong technical knowledge of facilities maintenance and operations, including complex mechanical, electrical and plumbing systems, structural systems, vertical transportation and data center operations is desired.

  • Valid Driver’s License required
