Job Title : Facility Planner (NGA)

Job Summary:

EMCOR Government Services is seeking a Facility Planner to support our facilities management activities supporting the National Geospatial-Intelligence Agency (NGA) headquartered in Springfield, Virginia . The Facility Planner is an essential member of a team of dedicated and talented professionals in delivering a wide range of base operations support services - such as installation and facility operations, maintenance and repair; workforce and security support; logistics support; and, project management, as well as others - at NGA facilities and sites located throughout the Washington National Capitol Region (NCR).

This position is contingent upon contract award.

Essential Duties and Responsibilities include, but are not limited to:

  • Plans and coordinates the construction and renovation of NGA Washington facilities. This includes:

  • Coordinating with all stakeholders – e.g. Government and subcontractor partners – develops and maintains resource loaded project schedules.

  • Supporting development of conceptual cost estimates and project budgets.

  • Working with customers, designers and other contractors to support development and completion of designs for approved projects.

  • Working closely with NGA Washington Space Planners, supports development and implementation of space plans. This includes reviews of existing space and helping to create designs and plans to increase efficiency and productivity.

  • Supporting development of equipment and furniture specifications and installation plans.

  • Conducting project follow-up/evaluations.

  • Developing pre-programming documents and information for decision-making.

  • Participating in on-going construction related updates and status meetings.

  • Partners with project estimators to ensure a complete scope of work is defined, budget is understood and that all pre-construction requirements are fulfilled prior to project start.

  • Establishes and maintains an effective relationship with the customer to achieve a mutually beneficial business relationship.

  • Meets regularly with the customer, vendors and subcontractor partners to discuss construction activities, performance, schedule, and budget.

  • When required, develops and supports implementation of corrective plans of action and milestones designed to correct project deficiencies per contract requirements.

  • Develops and submits status and performance reports and evaluations to the customer and to higher EGS authority.

Qualifications

  • Current Top Secret (TS) clearance with Sensitive Compartmented Information (SCI) eligibility.

  • At least 2 years of facility planning experience where projects were planned and completed within established cost, schedule and technical performance baselines.

  • Strong technical knowledge of facilities maintenance and operations, including complex mechanical, electrical and plumbing systems, structural systems, vertical transportation and data center operations.

  • Demonstrated knowledge and experience with Microsoft Project and the Microsoft Office suite of applications.

  • Demonstrated knowledge and experience with an industry recognized Computerized Maintenance Management System (CMMS); experience with ARCHIBUS highly desired.

  • Knowledge and experience with an industry recognized Computer Aided Design and Drafting (CADD) - e.g. AutoCAD - and working with architectural and design staff is highly desired.

  • Highly developed leadership, management, interpersonal, analytical and communication (oral and written) skills.

  • Demonstrated ability to lead and manage in a diverse and dynamic environment with short-notice tastings and under high-pressure situations.

  • Demonstrated experience working with labor unions and/or service employees working under the Service Contract Act.

  • A working knowledge of Intelligence Community Directive (ICD) 705 and applicable codes and regulations is desired.

  • Demonstrated experience managing projects within secure (Sensitive Compartmented Information Facility (SCIF)) facilities is desired.

  • A bachelor’s degree from an accredited university in Facility Management, Construction Management, Business Administration, Engineering (Mechanical, Civil, Electrical, Structural), or another related field is desired.

  • Valid Driver’s License required.
